La Oficina de Tecnologías de la información y las Comunicaciones, es la unidad asesora encargada del direccionamiento tecnológico, encaminado a contribuir al mejoramiento de la prestación del servicio de policía, atendiendo los lineamientos del gobierno nacional y la Dirección General, siendo referente en las mejores prácticas TIC.

Trayectoria

Nombrado como Jefe Oficina de Tecnologías de la Información y las Comunicaciones el día 10 de agosto de 2023, por la Dirección General de la Policía Nacional.

 

Ingresó a la Escuela de Cadetes de la Policía “General Francisco de Paula Santander” en Julio de 1999, graduado como Subteniente en mayo del 2002.

Su trayectoria institucional se destaca por obtener importantes reconocimientos en las diferentes unidades laboradas, tales como la Policía Metropolitana de Bogotá, Departamentos de Policía Magdalena y Risaralda, Escuela de Tecnologías de la Información y las Comunicaciones, Oficina de Tecnologías de la Información y las Comunicaciones y Policía Metropolitana de Neiva. Ha obtenido resultados exitosos en los cargos desempeñados como Oficial de Vigilancia, Jefe de Telemática, Jefe de Investigación, Subdirector de Escuela, Jefe Grupo Seguridad de la Información, Coordinador Enlace de Telemática, Comandante Operativo y Subcomandante de Policía Metropolitana.

Dentro de su formación, ha adelantado estudios como Administración Policial, Administración de Empresas, Ingeniería Electrónica y Telecomunicaciones, Especialización Gerencia en Telemática, Especialización en Informática Forense, Especialización en Seguridad, Máster en Dirección y Gestión de Seguridad de la Información y Máster en Seguridad Informática.

Su carrera ha sido significativa en la parte académica, tecnológica y operativa y a través de su experiencia y conocimiento, ha liderado actividades en el ámbito de desarrollo tecnológico, logrando unir esfuerzos institucionales para una mejora continua, con resultados que han sido fundamentales para la consolidación de la Política de Seguridad de la Información institucional y el despliegue de la digitalización del servicio de Policía.

Hoy, en su rol como jefe de la Oficina de Tecnologías de la Información y las Comunicaciones lidera proyectos tecnológicos orientados al mejoramiento del servicio de policía mediante el modelo de innovación tecnológica impulsando la estrategia para la transformación digital como principal habilitador del servicio de Policía, con 4 componentes: biometría aplicada al servicio de Policía, inteligencia artificial, digitalización del servicio (aplicaciones móviles para el ciudadano y el funcionario policial) y la seguridad digital.

BACKGROUND

Since the beginning, I have decided to be a professional working in the public sector as a police officer. This was because from this position I would use my expertise and leadership skills for impacting the society and improving people's quality of life. After interacting with communities from different regions and thanks to my strong commitment to Colombians, my country allowed me to study engineering, graduate with honors as the best student in my promotion and continue specializing in the technology field for public service. Now, I have become a leader who has proposed innovative and technological solutions in complex situations, always thinking of the people's needs and rights, as below.

I was part of a scientific research group with the initiative to create a model for the police service devices modernization, in order to optimize public resources, protect human rights and improve community coexistence. Initially, I researched with other police officers and the community itself, the shortcomings of the police service, and the innovative options to improve it using technology. To guarantee the success of the initiative, I convinced the National Defense Ministry decision makers to finance the project, explaining the need and impact of it. Subsequently, we worked together to build a new standard for designing, developing, and implementing proprietary technology. Our purpose was to obtain the first National Police Patents.

This model has been a pioneer in citizen security patents and public service intellectual property. In recognition of my demonstrated leadership skills, the police director allowed me to study for a master's degree in Spain.

Upon returning to my country, I was the leader of Computer Security Incident Response Team PONAL- CSIRT, in charge of securing the police IT department. My initial objective was to guarantee the confidentiality, privacy, integrity and protection of citizens' personal data, which are constantly subject to cyberattacks. My strategy for achieving it, was the use of digital signatures in secure electronic documents during any information processing by the public service, which requires high standards duly audited by the Colombia National Accreditation Body–ONAC. The result of strong teamwork was, the certification of the Police Information Security Management System – SGSI, the accreditation of our Public Key Infrastructure – PKI and the normalization of policies for the digital signatures use. Currently, the police is the only public agency in Colombia that has these 3 advantages. Due to the achievements obtained, I was sent to Canada to study English, where I was recognized for my spirit of collaboration and high academic performance.

My current position will be aimed at positively impacting the work of police officers, especially in the formulation of new strategic policies for the development and improvement of the Colombian public service, as well as, the management of people and technological infrastructure with which the National Police works in each place of our beloved country.
